feat: reset selektif + import Excel jenis pelanggaran
- Reset selektif: admin bisa pilih data mana yang akan dikosongkan - Auto-seed kategori & SP threshold default setelah direset - Deteksi admin via role (tidak hardcoded ID 1) - UI reset full-width dengan checkbox card - Import Excel jenis pelanggaran (.xlsx) dengan template download - Drag & drop upload, validasi header, auto-match kategori, skip duplikat - Tombol Import + Download Template di halaman Jenis Pelanggaran
